No experience added to account

Typically you can see your experience to the next level as a red line at the bottom of the screen. There is no red line at the bottom of my screen. It's been like this for about a couple weeks.

For the past couple weeks I have been doing daily quests. None of the experience from daily quests are adding up to go towards the next level. Before I stopped gaining experience I was a quarter of the way to level 161 now I am showing 0% experience at level 160. It will flash at the bottom for a split second showing enough experience to go to level 161 but then it shows 0% experience again at level 160

What happened. I tried to pull up the help menu through LOA3 but it won't even load.

Is anyone else experiencing this problem.
