Banner Lame Code

When is this garbage code going to be optimized so we can actually equip banners? I haven't bothered for a long time due to this issue forever ago, went in and an hour later double clicking still does NOTHING.

UPDATE: I resolved the issue by using another device and the banner immediately equipped!!!
