How many more years we need to wait?

Hi,my question is how many more years we need to wait to see angel essences lvl.22,23,24 and 25 able for sale?Realy,this is not seriouse-there is already lvl.28 as reward/exchange...When Tycoon reward was lvl 23 they made lvl 21 able for sale.Now reward is lvl.27,so i think we must be able to sell 25,or atleast 24.
