Jeane served Braavos' Merling Queen as an attendant in her youth. Every woman who becomes a "Mermaid" of the Merling Queen starts out innocent and naive; as a kind man said, "They're all lovely at the beginning." However, they're quickly corrupted while in her service.

Even after she left the Merling Queen, Jeane maintained her innocence. She was invited to plenty of grand events and offered up all kinds of riches by nobles and wealthy merchants. No matter how much she was offered, she never indulged in it. She is mocked by lowly prostitutes for the way her skirts whirl as she walks, and they see her innocence as merely a means of raising her price.

There is some truth to what they say, but only partially. Keyholder Kuhn of the Iron Bank fell in love with Jeane because of her beauty and intelligence. Her reputation as a courtesan among the nobility helps Jeane gather information for the Iron Bank so they can determine which candidates can benefit from their help and cooperation. Kuhn has promised her a bright future, in return for which she uses her charm and reputation to gather information. Jeane believes that beauty will one day wither like flower petals, and your admirers will leave with it. She does not believe that she can be satisfied with compliments and fleeting interest. In the end, her only possessions are the bank keys and the hand of her true love.

She can be unlocked after clearing 5-18 weirwood trees in Westeros.

By reading that story, you can see that Jeane is not a fighting commander, However, When upgrading your castle, her Army skill that increases construction speed is very useful

Jeane's skills are really great, as you can see here, she is a support commander who heals your other commanders and removes debuffs, and buffs their attack, which makes her a great commander for Rebel killing and upgrading your gear.

Currently, Jeane's awakening skill is relatively new in the game, but as you can see here if you get her to gold and 4 stars, she boosts your Total health by 3% for every female commander you have. To get these stats, you do not have to deploy Jeane. Be careful though, upgrading Her Stars can mass up your formation damage if you use Enzo for the front.
