Unable to "load" Desktop App

I recently got a new computer, and have been trying to transfer my account(s) to the GTArcade app. However, I am unable to install the Desktop App, as the red arrow in the bottom left hand corner of the screen says CLICK TO INSTALL, but there is nowhere to "click". And, there is a msg that says "javascript:void(0)" right below the arrow.

If I recall correctly, there was a mention of this about a year ago, with the procedures necessary to complete the installation. However, I can't find any reference to this problem.
