Unique Equipment Permit 1

hi all,

so i had checked this tool icon many times and not sure how to spend it, i tried checked all places in the game but could not find way to spend it and when i read it, i got it available for Corresponding Event session

so my question ... which event exactly i can spend those permits ?! or if there place to exchange it so where i can spend it please
