'upgrade' level error

I have a problem with upgrade level not being properly reflected...not sure how much of this you need screen shots of...

(previous) Upgrade level +36 is skill level +13. I recently completed Upgrade of Supreme Judge to level +39, which should be +14. Instead, it still says +13. Her overall level still shows +16 - her equipment enhance level is 8, giving her a +3. So the overall level should be +17, not +16.
