Khaos Cards from Chatoic expedition

Hi

I just went through all my equipped Khaos cards, so I could see if there were better ones available in the Chaotic Expedition shop.

I purchased a couple weapons, and that was fine. SO I decided to look at my hero cards and saw a good uprade, but once i opened it, it was the same as the one i already have equipped. (false advertising or mistake that devs didnt code the new hero card properly?)

As you can see, 61% is clearly not 47%...

If it was advertised improperly, can i get my eye of Oblivion back OR if it was incorrectly coded, can they fix it?
