Ocean Spirit Sylph

Hey there,

A question was raised by a newly lvl 70 player in my server. How does one get the Ocean Spirit Sylph? It's been a while for me, so I only remember it was given for free...

Can anyone point out how we got it? Was it as simple as going to Sylph Hall and activate? Or was it send via In game mail when achieving something?
