Asura hero

Sorry it's not entirely clear to me - I am trying to understand Asura's skills. It says -

Asura ignites himself and the highest ATK ally unit (excluding himself) with his own rage dispels and gains immunity to the disarm effect for 1 turn. What exactly does this skill do ?

Who gets dispels and who gains ? does this nullify Mona's skill from the other team ?

If it does nullify Mona's skill does it matter if this hero goes before or after the other teams Mona or does it make any difference. If it goes before their Mona then it would not dispel anything because it has not happened yet or does it need to go before their Mona ? or am I completely wrong on what happens.

Just trying to understand what happens and how this hero works.
