Battle Skill

Hey guys, quick question here:

Does the battle skill of the hero apply immediately when the battle starts or it is applied after the round skills of the heroes?

Also, if the hero is on the "backup role" in the team party, does their battle skill apply in immediately when the battle starts, or the backup hero needs to replace a dead hero and then their Battle Skill applies?
