That is a great question! The Special Effects on weapons are particular to that specific commander. To take effect, the weapon must be applied to that specific Commander and the Commander must be used in the formation for the Special Effects to applied. There are exceptions however as some weapons automatically apply the Special Effects "when owned", and will note as such in the description. For instance, Raymond's weapon will apply bonuses to Total Defense, Training Speed and Research Speed immediately upon just owning the weapon.
