I have been repeating this answer over and over because players don't bother checking other posts. If your internet is working but it won't connect to the game, then your connection is not good enough for the game. I'm not sure what the exact cause is but that's just how it is. From my personal experience, to bypass the issue, change your connection. It always work for me once I switch to mobile connection. And one last thing I will never recommend as a mod but as a player is, feel free to try VPN. Depending on the connection you get, it might be slow but should be able to connect to the game.

I hope I don't have to repeat this again. I personally have this issue once in a while, so I know what I'm talking about. The issue itself was reported in the past but whenever they did a check, there was nothing wrong with the game, the server or the character. So, the problem is not the internet but the connection itself. Just change the connection and you should be good to go after.
