New City Of Glory castle decoration bug ?

Is anyone else having issues with the new City Of Glory castle decoration ? Instead of it giving me a Troop HP +2% it is giving me a negative 2%. My March numbers slightly reduce with the skin active. Surely I didn't spend money on a skin with a debuff bug. Great ! Will effect my future decisions in buying new products now.
