Talents and skills

My question is, are all pet talents active at all times? is it different for Gold tier and Dark Gold tiers. Are Dark Gold's pet talents only active for a specific, equiped pet. Cuse it seems that only inscribe abilities are active if that pet is fighting. Also, is this correct?

In the past it was stated that all r11 wrathwing talents were ALL, ALWAYS active. Is this true. And is it true for r12 Wrathwing as well? Or do you only get the talents of a specific, equiped r12.
