Packs not supplied

.I’m not getting a response from support, regarding buying packs and not receiving them, 3 weeks since I paid the money to apple, they denied responsibility and refused a refund, they say it is the developers responsibility to provide the packs. Getting nowhere with the in game support. I’m needing this issue resolved. Taking up too much of my time,
