BR constantly dropping

I'm at 3,622B BR. The next time I log in, it's at 3,610B BR. I unequip/equip the soul armor, it jumps back to 3,622B and it's like a never-ending circle. I deployed my heroes for Guild Wars and it said I was at 3,625B BR. A completely different number that doesnt show up at the top left corner. Is that Soul armor related?
