Question/ rulling about Skills

Hi guys,

I was recently checking all héros skill and I noticed that almost all heroes like LSS, monkey king, desert death ,colossus, dragon Knight and muse have the text line saying « 100% chance to hit targets ».

Others heroes and especially some new ones ( dragon witch, mona, kronos and thanatos) dont have that mention. Does that mean their skills relay on opp dodge and have change to miss compare to others ?
