Sleeping my account

Hello, I'm relatively new to the game 4-5 months in and I would like to know about sleeping my account so I can teleport to a new server cheaper. I would like to know if it's true that I'll get a 90% discount on my translocation scrolls used and also what I'm allowed to do in those 31 days. Am I allowed to send my account daily and weekly gift packs from the gta store? Things like that . Thank you in advance!!
