Skill description for Sibyl/Blood Witch?

Round skill: Deals (XX% Basic ATK + XX,XXX) damage to all enemies.

Regular Skill: Deals (XXX% Basic ATK + XXX,XXX) to an enemy and XX% splash damage to adjacent enemies. This attack always crits, ignoring DEF. 100% chance to hit targets.

==> For the Regular skill, no HIT is needed. But what about the Round skill? It says "deals damage to all enemies" but presumably she needs HIT stats to deal that damage? Or does she just automatically do that damage regardless of her HIT versus the enemy's defenses?

==> If her Regular Skill ATK "always crits" ... does she need CRT gems? (Do the CRT gems increase the damage dealt or just the chance of dealing damage?)
