Ancient Wings HELP! LOA2

Hi. I might sound stupid. But what are the requirements to activate the Ancient Wings in League of Angels 2?

I have been on 12/20 forever. I have maxed out more weapons, yet the figure always stays at 12/20. I can not read the full information, due to bad game design, so this is why I am asking here.
