A Few Questions - Event/Recharge and Dragon Consort

So I have to recharge 5 times any amount?

Also looking at top player builds I see a lot of players using dragon consort (1. The description is strange?) (2. How do I get it?).

The description is like "after the hero casts a skill gives x, y, z". Is it stackable? Does round skill + battle skill count? I also assume it only counts the skills of the hero who has it equipped?
