Which genius came up with this idea?

Recently, there was a useless update by changing the city affairs icon. which messed up the view of rebel leader distance. Now i have to just go with whatever comes first, which will sometimes be very far and waste time. There are lots of things to address just focus on dealing with the old problems, rather than creating a new one.
