Promote Requirement

the promote requirement changes everytime i rebirth hero.. when i change it back the primordial stones is somewhat not enough to promote the hero the way it was.. its either the requirements to promote changes or the primordial stones are being deducted during rebirth.. then i refresh,, did it again for atleast 3 times and the same thing happens.. and everytime i refresh my BR is getting lower and lower.. kinda disappointing.
